“China’s Proliferation Network Helps North Korea, Pakistan and Iran Becomes Nuclear Missile Powers”

 Mr. Richard D. Fisher Jr.

On July 25 2017, Japan Institute for National Fundamentals (JINF) held the planning committee, when Mr. R. D. Fisher, Senior Fellow, International Assessment and Strategy Center, gave a briefing as a guest speaker and discussed with committee members about the issue that China’s Proliferation Network helps North Korea, Pakistan and Iran to become Nuclear Missile Powers. Mr. Fisher is the author of "China's Military Modernization: Building for Regional and Global Reach" (Praeger, 2008).

He explained at first the actual situation which China’s military technology has spread out and linked with some states like North Korea, Pakistan, or Iran. His idea was based on the picture appeared openly on the military parades. He pointed out that TEL (Transporter Erector Launcher) used by North Korea or Pakistan were of Chinese make, but the US government has almost ignored such situation.

Next he suggested Hwasong 14 launched on July 4 2017, North Korean ICBM with possible MRV (Multiple Reentry Vehicles) warhead. He pointed out the correlation between the Pakistani ABABEEL warhead tested on January 24 2017 and Hwasong 14 warhead. It is believed that ABABEEL either tested MRV warhead technology on the same day. And China might be the source of Pakistani MRV technology.

Lastly he warned about the linkage with China and North Korea, Pakistan, or Iran based on the common interest about ballistic missile technology. And this situation is never irrelevant to the China’s “one belt one road” policy.
